Divatox's brother, General Havok, arrives and sets his sister up with a new space base. Then, using his Metallosaurus Zord, he's able to capture the Turbo Megazord. As Divatox and Havok attack the city, the Phantom Ranger provides "one last hope" for the Rangers.
