Philipstown to begin billing for water usage Philipstown moved forward on Wednesday (June 10) with replacing broken meters installed at the homes and businesses supplied by the Garrison Landing Water District. A resolution approved by the board authorizes the town to solicit bids for the purchase and installation of 30 meters.
