- 0:00Speaker 1: The Quality Leering Center in Minneapolis. Remember the leering center,
- 0:05Speaker 1: you know where you send your kids to learn something,
- 0:08Speaker 1: But it's called the leering Center.
- 0:09Speaker 2: It's not a joke. It was on their sign.
- 0:12Speaker 1: While that center, plus twenty other Minnesota daycares have now
- 0:17Speaker 1: been rated by the FBI as part of a massive
- 0:21Speaker 1: fraud investigation. The FBI not only rated the infamous Quality
- 0:25Speaker 1: Leering Center, but they went after the other ones as well,
- 0:30Speaker 1: the FBI describing it as a multi billion dollars social
- 0:34Speaker 1: services fraud. Now the raids, they say, we're focused on
- 0:38Speaker 1: prominent businesses tied to the Somali American community. Today, the FBI,
- 0:44Speaker 1: with federal, state, and local law enforcement, is involved in
- 0:48Speaker 1: court authorized law enforcement activity as part of an ongoing
- 0:53Speaker 1: fraud investigation. Is what a Justice Department official told the
- 0:57Speaker 1: New York Posts.
- 0:58Speaker 2: Agents use a.
- 1:00Speaker 1: Battering ram to enter at least one of the alleged
- 1:02Speaker 1: day cares, the Metro Learning Center. No word if they
- 1:06Speaker 1: used to call it the leering Center or not.
- 1:09Speaker 2: Now.
- 1:09Speaker 1: The targets included the Quality Learning Center of Minnesota daycare
- 1:13Speaker 1: that misspelled the word learning and its signage and collected
- 1:16Speaker 1: a staggering ninety five violations from the State Human Services
- 1:22Speaker 1: Agency between twenty nineteen and twenty twenty three that according
- 1:27Speaker 1: to the local ABC News affiliate there, President Trump announced
- 1:31Speaker 1: a war on fraud in his February Day of the
- 1:33Speaker 1: Union address and put Vice President j. D. Vance in
- 1:36Speaker 1: charge of a task force leading that effort. Now, Minnesota
- 1:40Speaker 1: Representative Kristin Robbins, chair of the House Fraud Committee, called
- 1:44Speaker 1: the raids fantastic and said she hoped they would lead
- 1:48Speaker 1: to accountability the state has been lacking for years. Here's
- 1:52Speaker 1: more of what unfolded on TV as this became public news.
- 1:57Speaker 1: Federal agency leaving the Quality Learning Center and Brooke Taylor
- 2:02Speaker 1: has more on that and what they're looking for.
- 2:04Speaker 2: Brooked morning, Hi Bill, Good morning.
- 2:08Speaker 3: Yeah.
- 2:08Speaker 4: We have had a photographer there at the daycare since
- 2:11Speaker 4: this morning capturing video of those federal agents just going
- 2:15Speaker 4: in and out of the building collecting evidence as part
- 2:18Speaker 4: of the DOJ's fraud investigation in Minnesota. Take a look
- 2:23Speaker 4: at this video here. Sources tell Fox that federal agents
- 2:26Speaker 4: are rating about twenty two businesses across Minneapolis this morning,
- 2:32Speaker 4: and sources say many of them are tied to some
- 2:34Speaker 4: Molly owned operations. All of this comes after that viral
- 2:38Speaker 4: YouTube video from Nick Shirley. It was back in December.
- 2:42Speaker 4: In that video, he visited different child's care centers and
- 2:46Speaker 4: you'll remember they were either closed or there were just
- 2:48Speaker 4: no children inside, despite receiving state child's care funding. Now,
- 2:53Speaker 4: the location that you're looking at right now, it's the
- 2:56Speaker 4: Quality Learning Center.
- 2:58Speaker 2: This is the daycare.
- 2:58Speaker 4: It went viral blew up on social media because of
- 3:02Speaker 4: a sign outside with learning that was literally misspelled. The
- 3:06Speaker 4: Education secretary at the time claimed that the daycare received
- 3:10Speaker 4: one point nine million dollars while quote masquerading as a daycare.
- 3:15Speaker 4: And then shortly after that, the Trump administration announced it
- 3:19Speaker 4: was freezing child's care funding to Minnesota and calling for
- 3:23Speaker 4: a full audit of certain daycare centers. And just checking
- 3:27Speaker 4: my emails, now, it looks like we got a statement
- 3:30Speaker 4: from DHS sharing quote Homeland Security investigations, in cooperation with
- 3:36Speaker 4: our law enforcement partners, executed criminal search warrants in Minneapolis
- 3:41Speaker 4: relating to the rampant fraud of US taxpayers dollars. And
- 3:45Speaker 4: as you could see, their federal agents still outside one
- 3:49Speaker 4: of those daycare centers where they have been the last
- 3:52Speaker 4: few hours.
- 3:53Speaker 1: Now, this is truly incredible because again You've got twenty
- 3:57Speaker 1: two different businesses being rated that represent only the tip
- 4:00Speaker 1: of the iceberg. Clearly, if they found enough to execute
- 4:03Speaker 1: raids against twenty two, there is still a long way
- 4:06Speaker 1: to go in this. We have dozens, probably closer to
- 4:09Speaker 1: one hundred childcare centers where their license capacity is much
- 4:13Speaker 1: lower than their units they are being billed for, and
- 4:16Speaker 1: that is a clear indicator of fraud. How on earth
- 4:20Speaker 1: those are still allowed to have active licenses is stunning
- 4:24Speaker 1: to us. I couldn't agree more with the congresswoman from Minnesota. Now,
- 4:28Speaker 1: let me also remind you that the focus on fraud
- 4:31Speaker 1: of Minnesota had largely been on the pandemic era of
- 4:34Speaker 1: food programs and autism support services that fleeced taxpayers for
- 4:40Speaker 1: countless dollars. The Justice Department since September has indicted seven
- 4:45Speaker 1: alleged fraudsters who allegedly recruited members of the Smalley community
- 4:50Speaker 1: to enroll children and fake autism services, raking in more
- 4:55Speaker 1: than fourteen million a loan. One defendant has now pled guilty.
- 5:00Speaker 1: Now at least sixty five people have been charged as well,
- 5:03Speaker 1: criminally with the separate Feeding our Future scamp, which ripped
- 5:08Speaker 1: off taxpayers to the tune of two hundred and fifty
- 5:11Speaker 1: million in counting. Many have pleaded guilty in that case
- 5:15Speaker 1: as well, with the DOJ has begun prosecuting many of
- 5:20Speaker 1: those cases back during the Biden administration. Now the Trump
- 5:24Speaker 1: administration is also estimating, justin Minnesota Loan that there is
- 5:30Speaker 1: now more than nineteen billion I'm going to say that again,
- 5:34Speaker 1: nineteen billion in fraud. Dozens have been charged criminally. The
- 5:41Speaker 1: Democratic governor Tim Wallas expressed regret during a recent congressional
- 5:44Speaker 1: hearing for not doing more to guard against fraud, and
- 5:47Speaker 1: noted that he had accepted responsibility by ending his bid
- 5:51Speaker 1: for his third term as the governor of the state
- 5:55Speaker 1: of Minnesota. In an ex post Tuesday morning, he voiced
- 5:58Speaker 1: support for efforts to find and root out fraudsters, despite
- 6:02Speaker 1: previously dismissing the investigation. As he described it, white supremacy
- 6:07Speaker 1: not a joke. If you commit fraud in Minnesota, you're
- 6:10Speaker 1: going to get caught. And that's exactly what we saw today.
- 6:12Speaker 1: He tweeted out, we catch criminals when state and federal
- 6:16Speaker 1: agencies share information, join investigations, work, and securing justice depends
- 6:22Speaker 1: on it. He wrote in a stunning about face because now, well,
- 6:26Speaker 1: he knows those donations from the Somali fraudsters aren't going
- 6:30Speaker 1: to be coming in to him and other Democratic candidates.
- 6:34Speaker 1: The statement was a massive about face for the twenty
- 6:37Speaker 1: twenty four Democratic vice presidential nominee. He previously suggested that
- 6:42Speaker 1: fraud investigations targeting businesses that are mostly run by the
- 6:45Speaker 1: Somali immigrant community were scapegoating and the result again of
- 6:51Speaker 1: white supremacy. Walt said Tuesday that the raids were carried
- 6:55Speaker 1: out with the support of local law enforcement. That is
- 6:58Speaker 1: another departure from the mass immigration raids that took place
- 7:02Speaker 1: across Minnesota earlier this year. Those operations carried out against
- 7:06Speaker 1: the protests of state and local leaders through widespread backlash,
- 7:11Speaker 1: which increased after federal agents killed two people in Minnesota. Now,
- 7:16Speaker 1: this isn't the only fraud that the administration is looking at.
- 7:21Speaker 1: There are other frauds that are happening around the country.
- 7:24Speaker 1: And let me just get you ready for what I'm
- 7:26Speaker 1: about to play for you. Secretary Brook Rawlings revealed that
- 7:31Speaker 1: in just one state alone, there were fourteen thousand individuals
- 7:38Speaker 1: receiving SNAP benefits that were driving high end luxury cars.
- 7:44Speaker 1: You want to talk about the tip of the iceberg.
- 7:47Speaker 1: Listen to this sharing.
- 7:48Speaker 5: Previously, no data was shared. We had no idea where
- 7:51Speaker 5: the taxpayer dollars were spent, just one Red state. The
- 7:54Speaker 5: recent dump of data, we found Snap recipients had more
- 7:58Speaker 5: than two thousand Tesla owners, two hundred Alpha Romeo owners,
- 8:02Speaker 5: more than one hundred and forty four that we're receiving
- 8:05Speaker 5: food stamps, We're driving porsches. Again, this is the data
- 8:08Speaker 5: dumps we're getting because that we before we had no
- 8:11Speaker 5: accountability on any of these programs. We now are requiring accountability.
- 8:16Speaker 5: The blue states are suing us. They don't want to
- 8:18Speaker 5: share the data. And can you imagine this was a
- 8:20Speaker 5: red state where there is actually some taxpayer accountability. Imagine
- 8:25Speaker 5: what's happening in the blue states. If that's happening in
- 8:28Speaker 5: the red state.
- 8:29Speaker 1: This goes back to the President of the United States
- 8:31Speaker 1: America saying we're going to start looking for fraud everywhere.
- 8:35Speaker 1: We are not just going to sit here and act
- 8:38Speaker 1: like it's only happening in liberal states. We now know
- 8:41Speaker 1: it's happening in conservative states, many times in liberal cities,
- 8:45Speaker 1: because almost every conservative state does have liberal cities, and
- 8:50Speaker 1: that is where you see this massive fraud. When Donald
- 8:54Speaker 1: Trump was elected, he promised he was going to root
- 8:57Speaker 1: out waste, fraud and abuse. We have learned just how
- 9:02Speaker 1: corrupt our government actually is. We've learned that Medicare and
- 9:06Speaker 1: Medicaid there's massive fraud, hospice care massive fraud. We have
- 9:11Speaker 1: learned that it's in food stamps. And now the Foundation
- 9:14Speaker 1: for Government Accountability has exposed even more explaining now that
- 9:19Speaker 1: millionaires and lottery winners are collecting food stamps. You heard
- 9:25Speaker 1: that right, Under a massive, purposely created federal loophole. It
- 9:31Speaker 1: is now possible for millionaires and lottery winners to get
- 9:36Speaker 1: food stamps. The best way you can describe this is
- 9:39Speaker 1: it is fraud by design. And this is not protecting
- 9:44Speaker 1: the needy. It is costing taxpayers hundreds of millions, which
- 9:48Speaker 1: then turns into billions of dollars. And it's all called
- 9:52Speaker 1: broad based categorical eligibility. That is how they have now
- 9:58Speaker 1: turned this entire system into a fraudulent system on purpose.
- 10:03Speaker 1: And when I say they, I'm talking exactly about the
- 10:06Speaker 1: Democratic Party. I want you to listen carefully to how
- 10:10Speaker 1: broad based categorical eligibility works because it may sound boring,
- 10:15Speaker 1: but it's costing you countless tax dollars every single year.
- 10:20Speaker 3: Today, one in eight people are enrolled in taxpayer funded foodstamps.
- 10:25Speaker 3: This program was designed to help the truly needy, but
- 10:29Speaker 3: thanks to a federal loophole known as broad based Categorical
- 10:32Speaker 3: Eligibility or BBCE, more than forty states are exploiting the program,
- 10:38Speaker 3: giving food stamps to millionaires, lottery winners, and millions of
- 10:41Speaker 3: recipients with more than enough resources to buy their own groceries.
- 10:46Speaker 3: In fact, millions of foodstamp recipients exceed the federal asset
- 10:50Speaker 3: or income limits. Roughly one in five of those enrollees
- 10:54Speaker 3: have one hundred thousand dollars or more in assets. This
- 10:58Speaker 3: loophole is no ACCT, it's fraud by design. Federal law
- 11:04Speaker 3: requires states to check asset limits for anyone applying for
- 11:07Speaker 3: food stamps. If your assets are too high, you don't qualify.
- 11:11Speaker 3: But here's where the BBCE workaround comes in. If someone
- 11:15Speaker 3: is deemed eligible to receive other welfare benefits, they automatically
- 11:19Speaker 3: qualify for food stamps, and states have fully weaponized this loophole.
- 11:24Speaker 3: They created new types of welfare benefits like pamphlets, flyers,
- 11:29Speaker 3: and hotlines not to provide aid, but to legally bypass
- 11:33Speaker 3: income and asset limits.
- 11:35Speaker 2: Let me just be clear about what you just heard.
- 11:39Speaker 1: States decided that there can be simple things that you
- 11:43Speaker 1: can be given that then categorize and qualify you as
- 11:48Speaker 1: receiving government aid. So if you received a pamphlet on
- 11:53Speaker 1: good parenting, single parenting, how to have a baby, or
- 12:00Speaker 1: to not have a baby, any government pamphlet that they
- 12:04Speaker 1: have deemed to be government aid, then you, at that
- 12:08Speaker 1: exact moment are automatically eligible for food stamps. That's why
- 12:15Speaker 1: there's so many recipients through the BBCE requirements that actually
- 12:21Speaker 1: have no business receiving these benefits, because it's all about
- 12:25Speaker 1: exposing and going around the traditional rules. They have wide
- 12:29Speaker 1: discretion at a state level on how to apply it,
- 12:33Speaker 1: and then they want to make sure that as many
- 12:36Speaker 1: people in their state can get into these programs. Most recipients,
- 12:41Speaker 1: by the way food stamps, are not wealthy. But what
- 12:43Speaker 1: we're witnessing is most are also not poor, and many
- 12:47Speaker 1: of these families can afford.
- 12:49Speaker 2: Their own groceries.
- 12:51Speaker 1: But because they were given a pamphlet from the government
- 12:55Speaker 1: that these state deems as you guessed at a state
- 12:58Speaker 1: benefit or government bail benefit, then automatically, you are then
- 13:03Speaker 1: eligible for food stamps. Now, this is why there needs
- 13:07Speaker 1: to be massive reform, because if you win the lottery
- 13:11Speaker 1: or you're a multi millionaire, my tax hours should not
- 13:14Speaker 1: be paying for your groceries.
- 13:16Speaker 2: Keep listening.
- 13:17Speaker 3: As long as someone qualifies to receive a pamphlet, they
- 13:20Speaker 3: are categorically eligible for food stamps. It's really that easy.
- 13:26Speaker 3: This is fraud and mismanagement at the highest level, and
- 13:29Speaker 3: the consequence is that it drives up the cost for
- 13:31Speaker 3: taxpayers and threatens benefits.
- 13:33Speaker 2: For the truly needy.
- 13:35Speaker 3: It's time for states to close the BBC loogle learn
- 13:39Speaker 3: more at THEFGA dot org.
- 13:42Speaker 1: Now, this was one of the most powerful one minute
- 13:44Speaker 1: and forty second videos I've ever seen, because not only
- 13:48Speaker 1: does it explain exactly what's happening here, but now you
- 13:51Speaker 1: understand why you and I should be paying attention to this.
- 13:54Speaker 2: So let's move to what we now know.
- 13:57Speaker 1: The Supplemental Nutrition Assistance program that's known as SNAP is
- 14:02Speaker 1: now being reported that it is experiencing the highest levels
- 14:06Speaker 1: of fraud and theft the system has ever seen. Estimates
- 14:10Speaker 1: are now suggesting that there are losses up to Okay,
- 14:14Speaker 1: this is the guestimates the estimates that there are now
- 14:18Speaker 1: losses of your tax dollars that are being gone through
- 14:21Speaker 1: fraud and abuse and theft of more than twenty billion
- 14:25Speaker 1: dollars annually. That is prompting increase federal, state and law
- 14:30Speaker 1: enforcement action by the Trump administration, something that they promised.
- 14:36Speaker 2: Now.
- 14:36Speaker 1: The key aspects of the current Snap abuse they're saying
- 14:39Speaker 1: is number one, massive ebt theft skimming.
- 14:43Speaker 2: What does that mean?
- 14:45Speaker 1: Criminal organizations are heavily targeting beneficiaries by using illegal skimming
- 14:50Speaker 1: devices to then clone EBT cards. That results in hundreds
- 14:56Speaker 1: of millions in stolen benefits each and every year. Then
- 15:01Speaker 1: there is trafficking. What is trafficking. It's the illegal sale
- 15:05Speaker 1: of your Snap benefits for cash. It's become a significant issue.
- 15:10Speaker 1: Many times you'll get one hundred dollars, for example, of
- 15:13Speaker 1: food stamps right on your Snap card and somebody will
- 15:17Speaker 1: buy those from you for thirty, forty to fifty dollars
- 15:20Speaker 1: whatever the market rate is that day in the black market.
- 15:24Speaker 1: There's also improper payments. The program is seeing what they
- 15:28Speaker 1: describe as a massive increase in improper payments, with a
- 15:31Speaker 1: twelve percent rate reported in the fiscal year twenty twenty four.
- 15:36Speaker 1: That is often they say, due to administrative errors or
- 15:39Speaker 1: failure to verify data. Then you have the fraud line
- 15:43Speaker 1: activity types. Investigations are uncovering individuals collecting benefits in not
- 15:49Speaker 1: one state, but in multiple states, simultaneously using the identities
- 15:54Speaker 1: of deceased individuals and misrepresenting their household income as well.
- 16:00Speaker 1: And also, what we've now learned today a new aspect
- 16:03Speaker 1: of this and it's costing you also millions of dollars.
- 16:06Speaker 2: There's international crime involvement.
- 16:09Speaker 1: Investigations are now exposing that international criminal organizations are involved
- 16:15Speaker 1: in stealing benefits to fund other illicit activities. And then
- 16:20Speaker 1: there's another type of fraud that apparently is massive that
- 16:24Speaker 1: no one has been policing, and that is retail fraud.
- 16:28Speaker 1: Some retailers have been implicated in now schemes where they
- 16:32Speaker 1: exchange snap benefits for cash, with some cases involving one
- 16:37Speaker 1: hundreds of thousands of dollars at a single location. Now
- 16:41Speaker 1: the USDA's Food and Nutrition Services is now working, they say,
- 16:45Speaker 1: to replace stolen benefits and also improve EBT card security,
- 16:51Speaker 1: including moving towards chip technology that we're currently not using.
- 16:57Speaker 1: I want you to listen to a patriot this is
- 17:01Speaker 1: a thirty plus year three decades of his life he
- 17:04Speaker 1: has given to law enforcement in Minnesota, a man that
- 17:08Speaker 1: was overseeing some of the fraud that was taking place
- 17:12Speaker 1: in Minnesota. And what this patriot at this incredible hearing
- 17:18Speaker 1: for the Minnesota House Oversight hearing where Governor ten Waltz
- 17:22Speaker 1: refused to show up a no show. This brave man
- 17:27Speaker 1: tells the world exactly how bad it is in Minnesota.
- 17:31Speaker 6: In my opening remarks, I'm not going to use the
- 17:34Speaker 6: names of individuals involved in the events I will describe.
- 17:38Speaker 6: I'm not here in a vendetta. My goal is to
- 17:40Speaker 6: help you understand how this happened. I did provide the
- 17:44Speaker 6: names to the Legislative Auditor when I was interviewed in
- 17:47Speaker 6: the twenty eighteen twenty nineteen timeframe. You should also know
- 17:51Speaker 6: that a few of the senior level DHS officials who
- 17:54Speaker 6: harassed and abused our unit for committing the sin of
- 17:59Speaker 6: trying to explos a huge amount of fraud in the
- 18:02Speaker 6: SEACAP program are still working at DHS today. From twenty
- 18:07Speaker 6: fourteen to early twenty seventeen, our unit received tremendous support
- 18:12Speaker 6: from the original Inspector General and Deputy Inspector General. These folks,
- 18:17Speaker 6: along with the great staff at the DHS Childcare Licensing Unit,
- 18:22Speaker 6: were the first ones to discover very strange and unusual
- 18:25Speaker 6: activity at certain Minnesota childcare centers, as well as suspicious
- 18:30Speaker 6: behavior by their owners. This led them to believe that
- 18:34Speaker 6: significant seacap fraud may be taking place. The DHS Childcare
- 18:39Speaker 6: Licensing staff spent a great deal of time after we
- 18:42Speaker 6: were hired teaching us what would be normal activity at
- 18:46Speaker 6: a childcare center and what would be at normal or suspicious.
- 18:51Speaker 6: Just so you're aware, our investigators were all retired police officers.
- 18:56Speaker 6: They averaged twenty years of experience with extensive vperients, investigating
- 19:01Speaker 6: everything from fraud to narcotics, trafficking to homicide. These were
- 19:06Speaker 6: veteran cops, but they knew nothing about childcare centers. But
- 19:10Speaker 6: the DHS licensing folks took care of us. From the beginning,
- 19:14Speaker 6: our unit began receiving information, tips, or complaints from a
- 19:19Speaker 6: wide variety of sources that we believed were likely indicators
- 19:22Speaker 6: of fraud. As an example, one day, we received a
- 19:26Speaker 6: call from a seacamp mother who called to complain that
- 19:30Speaker 6: her childcare center owner had stopped paying her. The monthly
- 19:34Speaker 6: cash kickback they had agreed upon. Another day, a former
- 19:38Speaker 6: co owner of a center called to say that he
- 19:41Speaker 6: had been cheated out of his share of the fraud proceeds.
- 19:45Speaker 6: Yet another day, a fire department called asking if a
- 19:48Speaker 6: childcare center was still operating.
- 19:51Speaker 1: Let me just pause, and I want you to think
- 19:53Speaker 1: about this call center. These are people that are calling
- 19:56Speaker 1: in and they're like, where's my stuff, there's my kickback,
- 20:01Speaker 1: where's my cut? This is normal business that's being described.
- 20:07Speaker 1: And this has been happening again, as he's describing it,
- 20:10Speaker 1: for years and years and years and years. And there
- 20:12Speaker 1: were people that were telling them this was happening. And
- 20:14Speaker 1: what are the Democrats in Minnesota and the governor do
- 20:17Speaker 1: they look the other way?
- 20:18Speaker 2: Why? Because they were part of the scheme.
- 20:20Speaker 1: They were getting political kickbacks to deliberately and purposely look
- 20:24Speaker 1: the other way, Which is exactly why Governor Waltz was
- 20:28Speaker 1: a no show at the Minnesota House Oversight hearing on Tuesday.
- 20:32Speaker 1: You can say all you want to what he said earlier,
- 20:35Speaker 1: which I played for you in front of the of
- 20:38Speaker 1: the of the the you know, the House, Senate, the
- 20:40Speaker 1: State House. There you can say, I just passed so legilation.
- 20:45Speaker 1: You were involved in this corruption. You weren't ignorant of it.
- 20:50Speaker 1: You knew it was happening. There were people telling you
- 20:52Speaker 1: it was happening. This man in law enforcement was telling
- 20:55Speaker 1: you it was happening, and you guys did nothing to
- 20:57Speaker 1: stop it.
- 20:59Speaker 6: Because they had been trying to conduct a fire's safety
- 21:01Speaker 6: inspection and had made multiple trips there on different days
- 21:06Speaker 6: at different times, but there were never any children or
- 21:10Speaker 6: staff at the center. I checked and found that in
- 21:13Speaker 6: the last twelve months, we had paid the center approximately
- 21:16Speaker 6: one million dollars and that they were billing for the
- 21:19Speaker 6: care of approximately ninety children at a time during two
- 21:23Speaker 6: shifts from six am to ten pm, seven days a week.
- 21:27Speaker 6: I wish I could tell you that these types of
- 21:29Speaker 6: incidents were rare, but they weren't. This is what our
- 21:32Speaker 6: team dealt with on a weekly basis. Once our unit
- 21:36Speaker 6: received information we believed was an indicator of SEACAP fraud,
- 21:41Speaker 6: we would prioritize these tips, primarily based on the amount
- 21:44Speaker 6: of SEACAP funding the center received. Frankly, we were so
- 21:48Speaker 6: inundated with tips on centers receiving seven hundred thousand to
- 21:53Speaker 6: over a million dollars that we didn't have time to
- 21:56Speaker 6: focus on centers receiving less funding.
- 22:00Speaker 1: Did you hear that they had so many tips, so
- 22:04Speaker 1: many tips that were coming in of major, massive fraud
- 22:09Speaker 1: that if you were under seven hundred thousand, Like yeah, like,
- 22:11Speaker 1: we can't there's nothing we can do like that. I mean,
- 22:15Speaker 1: we're doing the best we can. We don't have enough
- 22:17Speaker 1: manpower to stop this type of fraud. By the way,
- 22:20Speaker 1: I don't know what this guy makes, but let's just
- 22:21Speaker 1: say it's under one hundred grand. You're telling me that
- 22:25Speaker 1: you can't spend one hundred grand to stop millions in fraud.
- 22:30Speaker 2: You understand my point here right?
- 22:32Speaker 5: Like?
- 22:33Speaker 2: This is insanity.
- 22:35Speaker 1: And they're explaining it because this is how bad it
- 22:38Speaker 1: actually got, and it had been this way for years,
- 22:46Speaker 1: and no one in the Democratic Party did anything to
- 22:49Speaker 1: stop it. They said, double down, keep going, look the
- 22:51Speaker 1: other way, and just give us our kickbacks, the same
- 22:54Speaker 1: kickbacks they're getting.
- 22:55Speaker 2: The phone calls like anywhere's my payment?
- 22:57Speaker 6: Cases were assigned to investigators who with then conduct research
- 23:01Speaker 6: on the center and owner, and would then initiate physical
- 23:05Speaker 6: and electronic surveillance of the center. The surveillance would determine
- 23:09Speaker 6: how many adults and children enter the center and the
- 23:12Speaker 6: times that they did so. This would later be compared
- 23:16Speaker 6: with building records the center submitted for SEACAP payment. If
- 23:20Speaker 6: the investigation to this point indicated significant fraud, the information
- 23:24Speaker 6: was shared with the BCA agent, who then continued the investigation.
- 23:29Speaker 6: If warranted, the agent would eventually obtain a search warrant
- 23:32Speaker 6: for the center, at which time computers and phones belonging
- 23:36Speaker 6: to the owner and business were seized. At the time
- 23:40Speaker 6: of the search warrant, we ordered all payments to the
- 23:42Speaker 6: center to be stopped. The DHS Forensics Lab would then
- 23:47Speaker 6: perform forensic examinations on the electronic devices. These exams often
- 23:53Speaker 6: resulted in US obtaining our most powerful evidence against those
- 23:57Speaker 6: committing fraud. Here are a few of the examples of
- 24:01Speaker 6: the evidence. I was shown over the years by lab
- 24:04Speaker 6: supervisor and staff from an owner's cell phone. When I
- 24:08Speaker 6: was showing a text conversation between the owner of the
- 24:12Speaker 6: center and a friend. The friend had asked the owner,
- 24:16Speaker 6: how much longer are you going to do the daycare scam?
- 24:20Speaker 6: The owner replied, another year or two, I'm going to
- 24:24Speaker 6: buy some nice homes of Nairobi.
- 24:26Speaker 1: Another year or two, I'm going to buy some nice
- 24:30Speaker 1: homes in Nairobi. They were clearly hoping that Kamala was
- 24:35Speaker 1: going to win, right because then this would still be
- 24:37Speaker 1: happening right now. The only reason why these people are
- 24:39Speaker 1: not getting paid right now is because we have Donald
- 24:42Speaker 1: Trump as President of the United States of America.
- 24:45Speaker 2: That is it.
