In presenting her $2 billion budget proposal, Jacksonville Mayor Donna Deegan repeatedly stressed the return on investment the city derives from every dollar spent. In her July 20 speech to City Council, she estimated returns of 3 to 1 (from the the physical activity engendered by city parks) to 20 to 1 (from investment in arts and culture).
