By the end of the summer of 2020 -- after a violent militia group plotted to kidnap Michigan governor Gretchen Whitmer and after Proud Boys members attacked Black Lives Matters protesters in cities around the country -- it was clear to intelligence professionals that these groups "were planning for war."
