Latest / The Ben Ferguson Podcast / Louisiana Moves to Castrate Child Molesters
Transcript
- 0:01Speaker 1: Let me just start off by saying, it's amazing what
- 0:04Speaker 1: happens when you get a Republican governor like Governor Landry
- 0:08Speaker 1: in Louisiana. He is throwing down and paying off on
- 0:12Speaker 1: many of his campaign promises right away. How big of
- 0:17Speaker 1: a campaign promise. Well, if you are a child molestor,
- 0:22Speaker 1: you better pay attention because it is game on, especially
- 0:27Speaker 1: in light of what we've seen with illegal immigrants from
- 0:30Speaker 1: around the world who are now assaulting and attacking and
- 0:34Speaker 1: killing young children in this country, whether it's a thirteen
- 0:38Speaker 1: year old in New York City or the twelve year
- 0:41Speaker 1: old that was thrown into the bayou in Texas this
- 0:44Speaker 1: week after they were assaulted sexually, and then in Texas the.
- 0:49Speaker 2: Young girl was murdered.
- 0:51Speaker 1: I'm going to talk more about that coming up in
- 0:53Speaker 1: a moment, but Louisiana says you better not pull that there.
- 0:58Speaker 2: Louisiana now becomes.
- 0:59Speaker 1: The first state in America to allow surgical castration as
- 1:07Speaker 1: a punishment for child molesters.
- 1:11Speaker 2: That's right.
- 1:12Speaker 1: Louisiana says they're proud to become the first state where
- 1:16Speaker 1: judges can order offenders guilty of certain sex crimes against
- 1:20Speaker 1: children to undergo surgical castration under a bill that has
- 1:25Speaker 1: been signed into law by the Republican Governor Jeff Landry
- 1:29Speaker 1: on Tuesday. While the punishment of surgical castration is used
- 1:33Speaker 1: in other countries that are known for harsher criminal sanctions,
- 1:37Speaker 1: including the Chez Republic in Nigeria, it will be.
- 1:41Speaker 2: New in the US.
- 1:43Speaker 1: The Governor's office confirmed to the Associated Press on Friday
- 1:47Speaker 1: that Landry had signed the bill and it is now
- 1:50Speaker 1: going to be law now. Proponents of the Louisiana law,
- 1:54Speaker 1: which takes effect August first, hope the new possible punishment
- 1:58Speaker 1: will deter people from committing sex crimes against children. Opponents
- 2:02Speaker 1: argue that it is quote cruel and unusual punishment in
- 2:06Speaker 1: violation of the US Constitution. They say it well, for
- 2:10Speaker 1: sure face legal challenges. What's amazing to me is the
- 2:14Speaker 1: opponents of this who argue that it's cruel and unusual
- 2:17Speaker 1: punishment to castrate people that have been convicted of committing
- 2:22Speaker 1: sex crimes against children. Wouldn't you first argue that it's
- 2:28Speaker 1: cruel and unusual punishment to commit sex crimes against children.
- 2:34Speaker 1: If you're the one that's defending these sexual predators child molesters,
- 2:42Speaker 1: you're on the wrong side of history. In my opinion,
- 2:44Speaker 1: I don't think there's any gray area here. Now, this
- 2:48Speaker 1: legislation gives Luisiana judges the option to sendence someone to
- 2:52Speaker 1: surgical castration after the person had been convicted of certain
- 2:56Speaker 1: aggravated sex crimes.
- 2:58Speaker 2: Now, I want you to think about this.
- 3:00Speaker 1: The opponents argue that it is cruel and usual punishment
- 3:04Speaker 1: to punish the person who committed these aggravated sexual crimes.
- 3:09Speaker 2: What does that include?
- 3:11Speaker 1: It includes rape, it includes incest, it includes molestation against
- 3:17Speaker 1: a child under the age of thirteen. Here's the other
- 3:23Speaker 1: point that needs to be made. Louisiana right now has
- 3:27Speaker 1: two two hundred and twenty four people in prison for
- 3:32Speaker 1: these heinous crimes. Now, the law can be applied only
- 3:37Speaker 1: to those who have convicted a crime on or after
- 3:40Speaker 1: August the one of twenty twenty four, when the law
- 3:43Speaker 1: goes into effect. So, in other words, of those that
- 3:47Speaker 1: are in prison before August first, who been convicted before
- 3:51Speaker 1: August first, twenty twenty four, they would not be retroactively
- 3:57Speaker 1: castrated for these crimes. In other words, the tw two
- 4:01Speaker 1: and twenty four people in prison that are under these
- 4:03Speaker 1: criminal categories that have been charged and been convicted, they
- 4:07Speaker 1: will not be castrated or have the even opportunity to
- 4:12Speaker 1: be castrated because they've already been convicted in the past. Now,
- 4:16Speaker 1: a handful of states, including Louisiana, California, Florida, and Texas,
- 4:21Speaker 1: have laws allowing for chemical castration for those guilty of
- 4:24Speaker 1: certain sex crimes. In some of those states, offenders can
- 4:28Speaker 1: opt for the surgical procedure if they prefer, but no
- 4:32Speaker 1: other state allows judges to impose surgical castration outright. That
- 4:37Speaker 1: according to the National Conference of State Legislators now in Louisiana,
- 4:43Speaker 1: which for sixteen years has allowed judges to order chemical
- 4:46Speaker 1: castration of people convicted of certain sex crimes against children,
- 4:50Speaker 1: that punishment, unfortunately, in my opinion and statistically, is rarely used.
- 4:55Speaker 1: Chemical castration uses medications that block disastrum production to decrease
- 5:00Speaker 1: sex drive. Surgical castration is a much more invasive procedure
- 5:06Speaker 1: that involves the removal of both testicles or ovaries. An
- 5:10Speaker 1: offender quote who fails to appear or refuses to undergo
- 5:15Speaker 1: surgical castration after judge orders the procedure could also be
- 5:19Speaker 1: hit with a failure to comply charge and face an
- 5:21Speaker 1: additional three to five years in prison based on the
- 5:24Speaker 1: bill's language as it's read now. The bill re also
- 5:29Speaker 1: received overwhelming support and then overwhelming approval in both the
- 5:35Speaker 1: GOP dominated chambers. Now, State Senator Regina Burrow, who is
- 5:39Speaker 1: a Democrat, actually authored this legislation, which is incredible. Now,
- 5:44Speaker 1: her colleagues and the Democratic Party were the ones that
- 5:47Speaker 1: mainly came out against it, voting, No, we are talking
- 5:51Speaker 1: about babies who are being violated by someone, is what Burrow,
- 5:56Speaker 1: a Democrat, said during an April committee meeting. She then
- 6:00Speaker 1: went on to say this is inexcusable, aim into that.
- 6:04Speaker 1: Proponents of the measures argue that the punishment is just
- 6:07Speaker 1: for horrific crimes against children. Critics the laugh the Democrats,
- 6:12Speaker 1: who defend the criminals more than the law abiding citizens
- 6:15Speaker 1: or the babies that are being sexually assaulted, argue that
- 6:19Speaker 1: the states should focus on the rehabilitation of those guilty
- 6:23Speaker 1: of such crimes and effort to lower recidivism rates. These
- 6:27Speaker 1: crazies actually believe you can rehabilitate a monster who rapes, sexually, assaults,
- 6:34Speaker 1: or abuses infants one year olds, two year olds, three
- 6:38Speaker 1: year olds, four year olds, five year olds, six years olds.
- 6:42Speaker 1: The list goes on and on those that clearly cannot
- 6:45Speaker 1: defend themselves. Others wonder if more states may look at
- 6:50Speaker 1: adopting a similar law to Louisiana, and I say they
- 6:52Speaker 1: should do it quickly. I think there's a no brainer
- 6:56Speaker 1: here now. The US has decided that retributed punishment an
- 7:00Speaker 1: eye for an eye as cruel and unusual. Is what
- 7:03Speaker 1: a philosophy professor at Elmhurst University said about this new
- 7:08Speaker 1: move in Louisiana. That's how you know, by the way,
- 7:10Speaker 1: you're doing the right thing. If a philosophy professor at
- 7:14Speaker 1: Elmhurst University is saying it's wrong, you know you're doing
- 7:17Speaker 1: it right.
- 7:18Speaker 2: Quote.
- 7:19Speaker 1: We don't rape the rapists, we don't cut off the
- 7:21Speaker 1: hands of thieves in this country. Well, if you cross
- 7:25Speaker 1: the line with a child and sexually assault them, I
- 7:28Speaker 1: absolutely have no problem with castrating you. The legislation, by
- 7:33Speaker 1: the way, is one of several bills signed by Landry
- 7:36Speaker 1: this week, including a measure allowing law enforcement to jail
- 7:39Speaker 1: people under the US illegally. That's similar to the Texas
- 7:43Speaker 1: Law and other laws that, of course, are going to
- 7:45Speaker 1: face legal challenges from Democrats. Republican states, and Democratic President
- 7:51Speaker 1: Joe Biden have been fighting over the border issue, and
- 7:55Speaker 1: as I mentioned a moment ago, many illegal immigrants who
- 7:59Speaker 1: are now in this country are coming in and committing
- 8:02Speaker 1: heinous crimes against children. We have, unfortunately, multiple miners who
- 8:08Speaker 1: have been raped and beaten, strangled to death and left
- 8:13Speaker 1: in bayous and parks in this country in the last day.
- 8:18Speaker 2: It is disgusting.
- 8:21Speaker 1: It is pure evil, and these individuals deserve to not
- 8:26Speaker 1: only get the death penalty in my opinion, but at
- 8:29Speaker 1: the bare minimum, they should absolutely be castrated. I say
- 8:34Speaker 1: kudos to Governor Landry. I hope that other states will
- 8:38Speaker 1: follow suit. They're going to watch the legal challenges closely,
- 8:43Speaker 1: probably learn specifically from those legal challenges. Okay, that's number one.
- 8:51Speaker 1: And not only are they going to learn from these
- 8:53Speaker 1: legal challenges, but there's something else that I think they're
- 8:56Speaker 1: going to do. They're then going to follow suit and
- 8:58Speaker 1: make their bills even uffer to be fought legally. That's
- 9:03Speaker 1: just a really really, really, really really smart move. Let
- 9:07Speaker 1: me also just say this as well, because I think
- 9:10Speaker 1: this is incredibly important that you understand this. Take all
- 9:13Speaker 1: the money out of it now, and you go back
- 9:16Speaker 1: to what we're witnessing when it comes to violent crime.
- 9:20Speaker 2: In this country.
- 9:21Speaker 1: All right, you look at violent crime that is happening
- 9:25Speaker 1: now in this country by illegal immigrants. This is the
- 9:29Speaker 1: border crisis now in everyone's city, there was an illegal
- 9:34Speaker 1: immigrant suspect or i should say suspects now that took
- 9:40Speaker 1: a twelve year old girl that lived in the same
- 9:42Speaker 1: apartment complex, raped her, strangled her.
- 9:47Speaker 2: To death, and threw her in the by you in Houston.
- 9:50Speaker 1: This week, The New York Post also telling another story
- 9:57Speaker 1: of a migrant charged with the murder of an twelve
- 10:00Speaker 1: year old who was and the murderer was a man
- 10:05Speaker 1: released into the US just weeks ago. Now you go
- 10:09Speaker 1: back to the police in Houston, they've arrested not one,
- 10:11Speaker 1: but two migrants from Venezuela who were here legally for
- 10:16Speaker 1: the murder of a twelve year old. A twelve year
- 10:18Speaker 1: old by the name of Jocelyn, who was lured away
- 10:21Speaker 1: from her home and then strangled to death, raped and
- 10:24Speaker 1: dumped in the bayou. One of the suspects crossed the
- 10:29Speaker 1: border illegally less than a month before the shocking murder
- 10:33Speaker 1: and was released into the US after claiming he was
- 10:36Speaker 1: afraid for his life if he was sent back to
- 10:40Speaker 1: his home country. Sources have now told the Post Martinez
- 10:45Speaker 1: was twenty one and Ramos, twenty six, were charged Thursday
- 10:50Speaker 1: with capital murder. An illegal immigrant from Ecuador who was
- 10:54Speaker 1: arresting connection with the sexual assault of a thirteen year
- 10:58Speaker 1: old girl in New York City admitted that he filmed
- 11:01Speaker 1: the attack and he became more comfortable with the sexual
- 11:06Speaker 1: assault during the filming of the attack. The New York
- 11:11Speaker 1: Post the illegal immigrant this is another murder suspected in
- 11:17Speaker 1: Rachel Morin, the mother of five, who was murdered, went
- 11:21Speaker 1: on a month's long terror spree. In fact, in a
- 11:27Speaker 1: statement to Fox News, Ice confirmed that the Salvadoran illegal
- 11:33Speaker 1: alien charged with the rape and the murder of Rachel
- 11:36Speaker 1: Morin entered the US as a quote got away on
- 11:41Speaker 1: or around February thirteenth, twenty twenty three, near El Paso, Texas.
- 11:49Speaker 1: Prior to that, he was caught by border patrol three
- 11:53Speaker 1: separate times in a matter of days.
- 11:55Speaker 2: I'm going to say that again.
- 11:57Speaker 1: He was caught by border patrol trying to break into
- 11:59Speaker 1: this country three separate times in a matter of days.
- 12:02Speaker 2: He was then expelled back to Mexico. What did he do?
- 12:05Speaker 1: Took his nap and then did it again. He was
- 12:08Speaker 1: expelled to Mexico via Title forty two. Each time, we
- 12:12Speaker 1: know the timeline because he's in the system. Once, on
- 12:15Speaker 1: January the nineteenth to twenty twenty three, he tried to
- 12:18Speaker 1: cross into America in New Mexico. That didn't work, so
- 12:24Speaker 1: fast forward to January the thirty first. He then passed
- 12:28Speaker 1: again near El Paso, Texas. That didn't work. We caught him,
- 12:32Speaker 1: We sent him back. Then on a third time in
- 12:36Speaker 1: February the sixth, so six seven days later, he went
- 12:40Speaker 1: back to New Mexico and did it again.
- 12:43Speaker 2: We caught him.
- 12:44Speaker 3: Then.
- 12:45Speaker 1: Then on his fourth try, about a week after that,
- 12:49Speaker 1: he was able to slip into the US near El
- 12:51Speaker 1: Paso without apprehension.
- 12:53Speaker 2: That's what we call a gottaway.
- 12:55Speaker 1: What's even more sick is the fact that Democrats are
- 12:59Speaker 1: actuallyually laughing about the fact that this is happening this country,
- 13:05Speaker 1: and laughing when we talk about people that are dying.
- 13:09Speaker 1: I want you to listen to congresswoman who is JPL
- 13:14Speaker 1: who is sitting there with Joy Read on MSNBC.
- 13:17Speaker 2: And they laugh about kids being killed. Listen carefully, great citizens,
- 13:24Speaker 2: but there's a lot of fearmonger.
- 13:25Speaker 4: There's a lot of fear ustury.
- 13:26Speaker 5: Absolutely, you know, and I think it's kind of remarkable
- 13:28Speaker 5: that the polls I look at the national polls, actually
- 13:32Speaker 5: Americans still support immigrants. Yeah, support immigration. It's just that
- 13:36Speaker 5: they would like to see a system that actually works
- 13:39Speaker 5: and that can keep them safe and secure. And all
- 13:42Speaker 5: of us want that. And you know, I've been working
- 13:44Speaker 5: on this issue for twenty years before I came to Congress,
- 13:47Speaker 5: in the streets as an activist.
- 13:49Speaker 4: Me let me tell you, this is one of the
- 13:50Speaker 4: reasons that people have these sort of thinking, this sort
- 13:53Speaker 4: of thinking. Here's the three cable networks reporting of this
- 13:57Speaker 4: is our banner said soon Biden announces legal protections for
- 14:01Speaker 4: undocumented spouses a citizen. CNN's banner said, Biden announced his
- 14:04Speaker 4: new protections for some undocumented spouses. Here was Fox's banner.
- 14:08Speaker 4: Migrant arrested for raping thirteen year old news. Yes, and
- 14:11Speaker 4: so I think that's part of the problem is that
- 14:12Speaker 4: you have.
- 14:13Speaker 2: A lot migrant.
- 14:14Speaker 1: I want you to hear this, they say, we get
- 14:16Speaker 1: it right, right, We're just talking about Biden announcing a
- 14:19Speaker 1: new policy protecting undocumented workers and spouses that would be
- 14:24Speaker 1: illegal immigrants from US deportation. This is him trying to
- 14:27Speaker 1: buy votes for November. And they say, look, Sandam, We've
- 14:31Speaker 1: got it right. MSNBC our banner's got it right. And
- 14:33Speaker 1: then there's the fear mongering at Fox News. Now Fox's
- 14:38Speaker 1: actually telling the real story. Fox News is telling the story.
- 14:41Speaker 1: Listen again to how they laugh at the headline here
- 14:47Speaker 1: of Fox News and mock the fact that Fox News
- 14:50Speaker 1: is telling you that a thirteen year old girl has
- 14:54Speaker 1: been murdered and raped.
- 14:57Speaker 4: Migrant arrested for raping thirteen year old news. Yes, and
- 15:00Speaker 4: so I think that's part of the problem, is exactly.
- 15:02Speaker 1: Migrant arrested for killing a thirteen year old And they
- 15:06Speaker 1: both laugh. They are laughing at the fact that there
- 15:12Speaker 1: are children that are dying.
- 15:14Speaker 2: They actually think it is funny.
- 15:17Speaker 1: They think it is humorous that a child has died
- 15:22Speaker 1: and that they're catching them and then they are letting
- 15:25Speaker 1: them go.
- 15:27Speaker 2: They think it's funny. It is pure evil.
- 15:32Speaker 1: Now I played for you a moment ago the clip
- 15:35Speaker 1: of Democratic Representative Japaul and Joy Reid laughing about the
- 15:41Speaker 1: rape of a thirteen year old girl. Now I'm going
- 15:45Speaker 1: to play this for you again so that you can
- 15:48Speaker 1: hear they're acting like illegal immigrants aren't actually doing any
- 15:51Speaker 1: major heinous crimes.
- 15:52Speaker 2: That is a lie.
- 15:54Speaker 1: Listen to them talk about the headline on Fox News
- 15:57Speaker 1: channel where they talk about a thirty year old that
- 15:59Speaker 1: was raped and murdered in New York.
- 16:01Speaker 2: Listen, since there's.
- 16:02Speaker 5: A lot of fear mongering, there's a lot of fear usury, absolutely,
- 16:05Speaker 5: you know, And I think it's kind of remarkable that
- 16:07Speaker 5: the polls I look at the national polls, actually Americans
- 16:11Speaker 5: still support immigrants. Ye support immigration. It's just that they
- 16:15Speaker 5: would like to see a system that actually works and
- 16:18Speaker 5: that can keep them safe secure, and all of us
- 16:21Speaker 5: want that. And you know, I've been working on this
- 16:23Speaker 5: issue for twenty years before I came to Congress, in
- 16:25Speaker 5: the streets as an activist.
- 16:27Speaker 4: Let me let me tell you this is one of
- 16:28Speaker 4: the reasons that people have these sort of thinking, this
- 16:31Speaker 4: sort of thinking. Here's the three cable networks reporting of
- 16:35Speaker 4: this is our banner said soon Biden announces legal protections
- 16:39Speaker 4: for undocumented spouses a citizens. CNN's banner said, Biden announces
- 16:42Speaker 4: new protections for some undocumented spouses. Here was Fox's banner.
- 16:46Speaker 4: Migrant arrested for raping thirteen year old in years Yes
- 16:49Speaker 4: and so I think that's part of the problem, that
- 16:51Speaker 4: you have a lot of the fear maker.
- 16:52Speaker 5: Exactly, and that we know that the when people have
- 16:56Speaker 5: economic insecured.
- 16:57Speaker 1: So it's a joke, now, this is haha, funny, funny, right,
- 17:02Speaker 1: Like this is hilarious.
- 17:04Speaker 2: Oh look how funny it is.
- 17:05Speaker 1: Oh yeah, they're fear mongering over there at Fox News
- 17:09Speaker 1: Channel because it's just so funny.
- 17:12Speaker 2: Right, It's just this is just a it's a joke.
- 17:15Speaker 2: Ha ha ha ha ha ha.
- 17:18Speaker 1: Let's go back to what happened in Houston and this
- 17:23Speaker 1: migrant charged with the murder of a twelve year old
- 17:27Speaker 1: and the story behind this. This person was released into
- 17:32Speaker 1: the US just weeks ago. Police in Houston have arrested
- 17:37Speaker 1: not one, but two migrants from Venezuela for the murder
- 17:40Speaker 1: of a twelve year old Jocelyn, who was lured away
- 17:43Speaker 1: from her home, then strangled, raped and dumped in a
- 17:47Speaker 1: by you. One of the suspects crossed the border legally
- 17:50Speaker 1: less than a month before the shocking murder and was
- 17:53Speaker 1: released into the US after claiming he feared for his
- 17:55Speaker 1: life if he was sent back to his home country.
- 17:59Speaker 2: Sources of now to the Post. So this is the
- 18:01Speaker 2: lie they know how to lie, right.
- 18:02Speaker 1: They all come in and they seek asilum because they're like, oh,
- 18:04Speaker 1: if I go back, they're gonna kill me my host country, Venezuela.
- 18:07Speaker 2: So I can't go back, so therefore I got to
- 18:08Speaker 2: stay here.
- 18:09Speaker 1: Martinez twenty one Ramos twenty six, were charged Thursday with
- 18:13Speaker 1: capital murder, capital murder, Folks capital murder. Department of Homeland
- 18:18Speaker 1: Security sources said that Ramos crossed in El Paso, Texas,
- 18:21Speaker 1: on May the twenty eighth. He was released soon after
- 18:25Speaker 1: his interaction with border agents. He told authorities that he
- 18:28Speaker 1: planned to live with his cousin Houston until his quarter
- 18:30Speaker 1: appearance in July. Agents put a GPS tracker on Ramos,
- 18:35Speaker 1: which was set to monitor his location for twenty one days.
- 18:40Speaker 2: Twenty one days.
- 18:42Speaker 1: Sources said, obviously that had nothing to do with this.
- 18:46Speaker 1: And again they're trying to find this little girl. They
- 18:49Speaker 1: know that she's gone, and here it is.
- 18:52Speaker 6: The mayor was with me on Tuesday night late as
- 18:54Speaker 6: we were going through and looking to see if we
- 18:58Speaker 6: could find anything else in The teams were out there
- 19:00Speaker 6: and they were scouring every potential video feed and they
- 19:04Speaker 6: were talking to everybody possible that might have seen something
- 19:07Speaker 6: or hurt something, and their hard work paid off because
- 19:11Speaker 6: we were able to find video and get trace the
- 19:14Speaker 6: movements of our suspects and are of Jocelyn and all
- 19:21Speaker 6: the way to the point of where she was murdered
- 19:24Speaker 6: and left in a bayou in the water.
- 19:27Speaker 1: They dumped her body, They raped her, they used her,
- 19:30Speaker 1: they abused her, they strangled her, and they dumped her
- 19:33Speaker 1: body in the bayou, thinking that was fun. Onto the
- 19:36Speaker 1: next The federal government says, these GPS tracker on Ramos,
- 19:40Speaker 1: which was set to monitors location for twenty one days
- 19:43Speaker 1: right until his courtinate. I guess what happened there. It's
- 19:47Speaker 1: unclear whether he was wearing the tracker when he was murdered.
- 19:51Speaker 1: The second suspect crossed the border in Alpaso Martinez on
- 19:54Speaker 1: March the fourteenth. It was released where they courtinated in August.
- 19:57Speaker 1: He also had a GPS monitor removed from the program
- 20:02Speaker 1: in May, according to the sources, Right, so, oh yeah,
- 20:04Speaker 1: we got trackers on them and then.
- 20:05Speaker 2: We take them off.
- 20:07Speaker 1: Investigators identify the suspects from surveillance footage after they were
- 20:10Speaker 1: seen following Jocelyn as she walked into a local convenience store.
- 20:14Speaker 1: Her body was found in a swampy creek on Monday
- 20:17Speaker 1: by a Houston resident who happened to be driving by.
- 20:22Speaker 1: She thought the girl was a floating mannequin at first,
- 20:26Speaker 1: a floating mannequin. Let me play this for you from
