- 0:00Speaker 1: All right, we've got some really interesting, I would actually
- 0:03Speaker 1: say stunning developments coming out of Minnesota. When it comes
- 0:06Speaker 1: to former vice presidential candidate Governor Tim Waltz. Now he's
- 0:10Speaker 1: already said he's not going to run for reelection because
- 0:13Speaker 1: of the massive Somali fraud in his state. But now
- 0:16Speaker 1: what we're witnessing is something that's even more shocking than that. Now,
- 0:19Speaker 1: Governor wall said he was going to show up and
- 0:22Speaker 1: he was going to be at this key Minnesota House
- 0:27Speaker 1: oversight hearing that was investigating fraud that's been tied to
- 0:31Speaker 1: all the taxpayer funded childcare programs. In a stunning turn
- 0:35Speaker 1: of events, he was a no show. Now, this is
- 0:38Speaker 1: hours after he took credit for the FBI rating the
- 0:44Speaker 1: Leering Center in twenty other different learning centers quote unquote,
- 0:49Speaker 1: and he acted like he was a part of it.
- 0:52Speaker 2: In fact, even on x he.
- 0:53Speaker 1: Put out this tweet yesterday that said, quote, if you
- 0:56Speaker 1: commit fraud in Minnesota, you're going to get caught. And
- 1:00Speaker 1: that's exactly what we saw today. We catch criminals when
- 1:03Speaker 1: state and federal agencies share information, joint investigations work, and
- 1:08Speaker 1: securing justice depends on it. Now that is like a
- 1:12Speaker 1: complete opposite of what actually happened with Governor Waltz.
- 1:15Speaker 2: There's a reason why he's not running for reelection.
- 1:17Speaker 1: It's because everything in that tweet that, by the way,
- 1:19Speaker 1: I support, was not happening while he was in charge.
- 1:22Speaker 2: So not only does Governor Waltz.
- 1:24Speaker 1: Try to like rewrite history and take credit for the
- 1:26Speaker 1: FBI raids in Minnesota, but Caspttel, the FBI director, actually
- 1:31Speaker 1: threw down this. He wrote this in response quote this,
- 1:36Speaker 1: FBI and DJA executed every warrant. Go ahead and take
- 1:40Speaker 1: credit while we clean up the mess under your watch. Now,
- 1:46Speaker 1: I want you to hear what Fox News had to
- 1:48Speaker 1: say about this. As again, not only is the governor
- 1:51Speaker 1: actingly he's cleaning up the city, but then he immediately
- 1:53Speaker 1: knows shows for the committee hearing about cleaning up Minneapolis,
- 1:57Speaker 1: Saint Paul in the entire state.
- 2:00Speaker 3: You're gonna get caught. And that's exactly what we saw today.
- 2:03Speaker 3: We catch we catch criminals when state and federal agencies
- 2:08Speaker 3: share information, joined investigation, work, and secure in justice.
- 2:12Speaker 4: The pens on it. They didn't do anything, no agents,
- 2:17Speaker 4: no nothing. It was the federal government. And by the way, Hazley,
- 2:20Speaker 4: they criticized them when they were on the ground in
- 2:23Speaker 4: Minnesota doing this exact work.
- 2:26Speaker 5: I know in Cash Patel, who is the FBI director
- 2:28Speaker 5: federal agent, he wrote, come again, just FBI and DOJ
- 2:33Speaker 5: with our DHS partners, drafted and executed every search warrant today.
- 2:38Speaker 5: But go ahead and take credit for our work while
- 2:42Speaker 5: we smoke out the fraud plaguing Minnesota under your governorship.
- 2:46Speaker 3: Yeah, twenty two separate locations were rated. They're talking about
- 2:51Speaker 3: hundreds of not billions of dollars.
- 2:54Speaker 6: Most of them are Somali run businesses. Here's the governor
- 2:57Speaker 6: last night.
- 2:59Speaker 7: I promise you that I would devote my energies to
- 3:02Speaker 7: fighting fraud in our state's.
- 3:03Speaker 6: Human resources program.
- 3:04Speaker 7: I've said the buck stops with me, and as I know,
- 3:07Speaker 7: some of you will take that as an open invitation
- 3:09Speaker 7: to play politics with every incident of fraud that takes
- 3:11Speaker 7: place here in Minnesota, even though I have to tell
- 3:14Speaker 7: you a statistics show it's happening in red states more
- 3:16Speaker 7: than here. My ask for you tonight is simple. If
- 3:19Speaker 7: you're taking fraud seriously, take your responsibility seriously, and pass
- 3:23Speaker 7: legislation to stop it. If you talk about oversight, vote
- 3:27Speaker 7: for that oversight and the bills that are working their
- 3:29Speaker 7: way through the change.
- 3:32Speaker 1: Now, by the way, I want to be clear, I
- 3:34Speaker 1: can get behind that governor with most of what he said,
- 3:37Speaker 1: and he got a standing ovation for what he said there,
- 3:39Speaker 1: So why not actually show up for the actual meeting
- 3:43Speaker 1: that deals with exactly what he says?
- 3:46Speaker 2: Is so important?
- 3:47Speaker 1: And so it's a simple question where is the accountability
- 3:50Speaker 1: because instead of facing lawmakers in the public, the governor's
- 3:54Speaker 1: absence is only adding fuel to an already growing controversy
- 3:59Speaker 1: over oversight failures which the governor's office supposed to be
- 4:02Speaker 1: involved in whistle blower claims, and whether state leadership turned
- 4:06Speaker 1: a deliberate and purposeful blind eye. I believe they did
- 4:09Speaker 1: to because they were getting kickbacks on the massive fraud
- 4:12Speaker 1: that was unfolding right under their watch. That also includes
- 4:16Speaker 1: the governor. Now I play that for you to go
- 4:19Speaker 1: to what actually happened. Okay, And this is really interesting
- 4:24Speaker 1: because Governor Waltz is a no show. His administration is
- 4:29Speaker 1: actively combating fraud they claim that I think is not happening.
- 4:34Speaker 1: He also notably declined to testify on the same day
- 4:38Speaker 1: that the FBI rated nearly two dozen facilities in Minneapolis,
- 4:42Speaker 1: including daycares and suspectives stealing federal public assistance fund. So
- 4:47Speaker 1: that's the lay of the land here now. Lawmakers on
- 4:51Speaker 1: the Minnesota House Fraud Prevention and State Agency Oversight Policy
- 4:55Speaker 1: Committee noted that they reached out to Waltz more than
- 4:59Speaker 1: a month ago, follow it up multiple times, and that
- 5:02Speaker 1: he had his picks of dates to choose from to
- 5:06Speaker 1: come before their committee, and guess what, he's a no show.
- 5:11Speaker 2: Now.
- 5:11Speaker 1: We are also learning why. And I want you to
- 5:15Speaker 1: listen to one testimony here. This is a testimony from
- 5:20Speaker 1: a whistleblower, and they are explaining how bad the fraud
- 5:25Speaker 1: and corruption is, how long it's been going on. Now,
- 5:29Speaker 1: this is what the media should be leading with on
- 5:32Speaker 1: every show in this country. They're not going to play
- 5:34Speaker 1: for you this whistleblower. And I want you to please
- 5:37Speaker 1: share this. Okay, this is literally why I do this
- 5:41Speaker 1: show and why I do the podcast. Without you guys
- 5:45Speaker 1: putting it out there and sharing this, people will not
- 5:48Speaker 1: see it. So take a moment share the podcast wherever
- 5:52Speaker 1: you can on social media so people hear this. Before
- 5:54Speaker 1: I get to that, though, I want to tell you
- 5:56Speaker 1: about my good friends over it Bitcoin Ira. I gotta

- 7:14Speaker 1: a worst. Blower listen to his. Testimony it is SOMEWHAT
- 7:18Speaker 1: i say, lengthy it's more than two. Minutes it is
- 7:21Speaker 1: incredible what he is. Saying and you're gonna understand why
- 7:24Speaker 1: the governor, Said i'm gonna. Bail i'm not gonna be
- 7:27Speaker 1: there because he has to deal with this if he
- 7:29Speaker 1: shows UP gep.
- 7:30Speaker 8: Fraud, frankly we were so inundated with chipsun centers receiving
- 7:35Speaker 8: seven hundred thousand to over a million.

- 7:51Speaker 8: been for almost seven. Years, WELL i didn't volunteer to
- 7:55Speaker 8: be here. Today WHEN i was asked to, TESTIFY i
- 7:57Speaker 8: realized THAT i had a moral oblagon to the honest
- 8:01Speaker 8: people Of minnesota to tell you WHAT i. Experienced as
- 8:05Speaker 8: a bit of, BACKGROUND i was A minnesota state trooper
- 8:07Speaker 8: for over thirty four, years serving in many different assignments
- 8:11Speaker 8: over that.
- 8:11Speaker 1: Time by the, WAY i want you to think about this.
- 8:14Speaker 1: Man he is a individual that gave thirty plus, years
- 8:19Speaker 1: more than three decades to serving protecting the people of his,
- 8:25Speaker 1: state and then he was, forced after doing all of
- 8:29Speaker 1: that police, work to do what the governor refused to,
- 8:33Speaker 1: do which was not only to show up and to
- 8:36Speaker 1: actually fight this taxpayer, fraud taxpayer funded, fraud but the
- 8:42Speaker 1: governor deliberately ran the other way BECAUSE i think he
- 8:45Speaker 1: and Other democrats know they were getting the kickbacks from
- 8:49Speaker 1: The somalis keep, listening.
- 8:51Speaker 8: Including conducting and supervising criminal. Investigations in mid twenty, FOURTEEN
- 8:56Speaker 8: i retired with the rank Of. Captain in augut guest
- 9:00Speaker 8: of twenty, FOURTEEN i was hired by The department Of
- 9:02Speaker 8: Human services as The manager Of recipient and Childcare Provider,
- 9:06Speaker 8: investigations WHERE i worked until mid twenty. Nineteen my job
- 9:12Speaker 8: AT dhs was to oversee three groups of, employees one
- 9:16Speaker 8: being THE seacap Fraud Investigation. Unit during my time AT,
- 9:20Speaker 8: dhs our team of fraud investigators AND, i along with
- 9:25Speaker 8: THE bc agents assigned to our, group had a front
- 9:28Speaker 8: row seat to watch the fraud, happening and we had
- 9:31Speaker 8: regular contact with those committing the. Fraud beginning in twenty,
- 9:35Speaker 8: seventeen we became dismayed and shocked by the response of
- 9:39Speaker 8: some SENIOR dhs officials to whom we reported to.
- 9:43Speaker 6: Fraud.
- 9:43Speaker 8: Two AS i look back with the benefit of twenty twenty,
- 9:47Speaker 8: HINDSIGHT i realized that what our team saw was the
- 9:51Speaker 8: early stages of a somewhat loosely organized criminal enterprise beginning
- 9:56Speaker 8: to Pillage minnesota's public benefit.
- 9:58Speaker 1: SYSTEM i want you to listen to a. Patriot this
- 10:05Speaker 1: is a thirty plus, year three decades of his life
- 10:08Speaker 1: he is given to law enforcement In, minnesota a man
- 10:12Speaker 1: that was overseeing some of the fraud that was taking
- 10:15Speaker 1: place In. Minnesota and what this patriot at this incredible
- 10:21Speaker 1: hearing for The Minnesota House oversight hearing Where governor Ten
- 10:25Speaker 1: waltz refused to show up a no. Show this brave
- 10:29Speaker 1: man tells the world exactly how bad it is In.
- 10:34Speaker 1: Minnesota in my opening, Remarks i'm not going to use
- 10:39Speaker 1: the names of individuals involved in the EVENTS i will.
- 10:41Speaker 8: Describe i'm not here in a. Vendetta my goal is
- 10:45Speaker 8: to help you understand how this. HAPPENED i did provide
- 10:49Speaker 8: the names to The legislative auditor WHEN i was interviewed
- 10:52Speaker 8: in the twenty eighteen twenty nineteen. Timeframe you should also
- 10:56Speaker 8: know that a few of the senior LEVEL dhs officials
- 10:59Speaker 8: who are asked and abused our unit for committing the
- 11:03Speaker 8: sin of trying to expose a huge amount of fraud
- 11:07Speaker 8: in THE seacap program are still working AT dhs. Today
- 11:11Speaker 8: from twenty fourteen to early twenty, seventeen our unit received
- 11:16Speaker 8: tremendous support from the Original Inspector general And Deputy Inspector.
- 11:20Speaker 6: General these, folks.
- 11:22Speaker 8: Along with the great staff at THE Dhs Childcare Licensing,
- 11:26Speaker 8: unit were the first ones to discover very strange and
- 11:30Speaker 8: unusual activity at Certain minnesota childcare, centers as well as
- 11:35Speaker 8: suspicious behavior by their. Owners this led them to believe
- 11:40Speaker 8: that significant seacap fraud may be taking. Place THE Dhs
- 11:45Speaker 8: Childcare licensing staff spent a great deal of time after
- 11:48Speaker 8: we were hired teaching us what would be normal activity
- 11:51Speaker 8: at a childcare center and what would be at normal or.
- 11:55Speaker 8: Suspicious just so you're, aware our investigators were all all
- 12:00Speaker 8: retired police. Officers they averaged twenty years of, experience with
- 12:05Speaker 8: extensive experience investigating everything from fraud to, narcotics trafficking to.
- 12:10Speaker 8: Homicide these were veteran, cops but they knew nothing about childcare.
- 12:16Speaker 8: Centers but THE dhs licensing folks took care of. Us
- 12:20Speaker 8: from the, beginning our unit began receiving, information, tips or
- 12:24Speaker 8: complaints from a wide variety of sources that we believed
- 12:28Speaker 8: were likely indicators of. Fraud as an, example one, day
- 12:32Speaker 8: we received a call from A seacap mother who called
- 12:35Speaker 8: to complain that her childcare center owner had stopped paying
- 12:39Speaker 8: her the monthly cash kickback they had agreed. Upon another,
- 12:44Speaker 8: day a former co owner of a center called to
- 12:47Speaker 8: say that he had been cheated out of his share
- 12:49Speaker 8: of the fraud. Proceeds yet another, day a fire department
- 12:54Speaker 8: called asking if a childcare center was still.
- 12:56Speaker 1: Operating let me just, pause AND i want you to
- 12:59Speaker 1: think about this call. Center these are people that are
- 13:02Speaker 1: calling in and they're, like where's my, stuff where's my,
- 13:07Speaker 1: kickback where's my? Cut this is normal business that's being.
- 13:14Speaker 1: Described and this has been happening again as he's describing,
- 13:17Speaker 1: it for years and years and years and. Years and
- 13:19Speaker 1: there were people that were telling them this was. Happening
- 13:22Speaker 1: and what are The democrats In minnesota and the governor
- 13:24Speaker 1: do they look the other?
- 13:25Speaker 8: Way?
- 13:25Speaker 1: Why because they were part of the. Scheme they were
- 13:28Speaker 1: getting political kickbacks to deliberately and purposely look the other,
- 13:32Speaker 1: way which is exactly Why Governor waltz was a no
- 13:35Speaker 1: show at The Minnesota House oversight hearing On. Tuesday you
- 13:40Speaker 1: can say all you want to what you said, earlier
- 13:43Speaker 1: WHICH i played for you in front of the of
- 13:46Speaker 1: the of the the you, know The, House, senate The State.
- 13:48Speaker 1: House there you can you can, SAY i just passed so.
- 13:52Speaker 1: Legilation you were involved in this. Corruption you weren't ignorant of.
- 13:58Speaker 1: It you knew it was.
- 13:59Speaker 2: Happening there were people about telling you it was.
- 14:01Speaker 1: Happening this man in law enforcement was telling you it was,
- 14:04Speaker 1: happening and you guys did nothing to stop.
- 14:06Speaker 8: It because they had been trying to conduct a fire
- 14:09Speaker 8: safety inspection and had made multiple trips there on different
- 14:14Speaker 8: days at different, times but there were never any children
- 14:18Speaker 8: or staff at the. CENTER i checked and found that
- 14:21Speaker 8: in the last twelve, months we had paid the center
- 14:23Speaker 8: approximately one million dollars and that they were billing for
- 14:27Speaker 8: the care of approximately ninety children at a time during
- 14:31Speaker 8: two shifts from six am to ten, pm seven days a.
- 14:34Speaker 8: WEEK i WISH i could tell you that these types
- 14:38Speaker 8: of incidents were, rare but they.
- 14:40Speaker 6: Weren't this is what our team dealt with on a weekly.
- 14:43Speaker 8: Basis once our unit received information we believed was an
- 14:47Speaker 8: indicator OF seacap, fraud we would prioritize these, tips primarily
- 14:52Speaker 8: based on the amount of seacap funding the center. Received,
- 14:56Speaker 8: frankly we were so inundated with tips on centers seven
- 15:01Speaker 8: hundred thousand to over a million dollars that we didn't
- 15:05Speaker 8: have time to focus on centers receiving less.
- 15:08Speaker 2: Funding did you hear that they had so many, tips.
- 15:14Speaker 1: So many tips that were coming in of, major massive
- 15:19Speaker 1: fraud that if you were under seven hundred, thousand, like, yeah,
- 15:21Speaker 1: like we can't there's nothing we can do like. THAT i,
- 15:25Speaker 1: mean we're doing the best we. Can we don't have
- 15:28Speaker 1: enough manpower to stop this type of. Fraud by the,
- 15:30Speaker 1: WAY i don't know what this guy, makes but let's
- 15:32Speaker 1: just say it's under one hundred. Grand you're telling me
- 15:35Speaker 1: that you can't spend one hundred grand to stop millions in.
- 15:40Speaker 1: Fraud you understand my point?
- 15:42Speaker 6: Here?
- 15:42Speaker 1: Right like this is insanity and they're explaining it because
- 15:48Speaker 1: this is how bad it actually, got and it had
- 15:53Speaker 1: been this way for years and no one in The
- 15:58Speaker 1: Democratic party did anything to stop. It they, said double,
- 16:01Speaker 1: down keep, going look the other, way and just give
- 16:03Speaker 1: us our, kickbacks the same kickbacks they're getting phone calls
- 16:06Speaker 1: anywhere's my?
- 16:07Speaker 8: Payment cases were assigned to investigators who would then conduct
- 16:12Speaker 8: research on the center and, owner and would then initiate
- 16:16Speaker 8: physical and electronic surveillance of the. Center the surveillance would
- 16:20Speaker 8: determine how many adults and children enter the center and
- 16:23Speaker 8: the times that they did. So this would later be
- 16:27Speaker 8: compared with building Records the center submitted FOR seacamp. Payment
- 16:32Speaker 8: if the investigation to this point indicated significant, fraud the
- 16:36Speaker 8: information was shared with THE bca, agent who then continued the.
- 16:40Speaker 8: Investigation if, warranted the agent would eventually obtain a search
- 16:44Speaker 8: warrant for the, center at which time computers and phones
- 16:48Speaker 8: belonging to the owner and business were. Seized at the
- 16:52Speaker 8: time of the search, warrant we ordered all payments to
- 16:55Speaker 8: the center to be. Stopped THE Dhs Forensics lab would
- 17:00Speaker 8: then perform forensic examinations on the electronic. Devices these exams
- 17:05Speaker 8: often resulted IN us obtaining our most powerful evidence against
- 17:09Speaker 8: those committing. Fraud here are a few of the examples
- 17:14Speaker 8: of the. EVIDENCE i was shown over the years by
- 17:17Speaker 8: lab supervisor and staff from an owner's cell. PHONE i
- 17:21Speaker 8: was showing a text conversation between the owner of the
- 17:25Speaker 8: center and a. Friend the friend had asked the, owner
- 17:30Speaker 8: how much longer are you going to do the daycare.
- 17:32Speaker 8: Scam the owner applied another year or, Two i'm going
- 17:36Speaker 8: to buy some nice homes In.
- 17:38Speaker 1: Nairobi another year or, Two i'm going to buy some
- 17:42Speaker 1: nice homes In. Nairobi they were clearly hoping That kamala
- 17:49Speaker 1: was going to, win right because then this would still
- 17:51Speaker 1: be happening right. Now the only reason why these people
- 17:53Speaker 1: are not getting paid right now is because we Have
- 17:56Speaker 1: Donald trump As president of The United states Of.
- 17:58Speaker 2: America that is.
- 18:00Speaker 1: It if anybody else is in, office we still wouldn't
- 18:04Speaker 1: know about the Leering, center in my, opinion and even
- 18:06Speaker 1: if we, did they wouldn't do anything about. It like
- 18:09Speaker 1: they wouldn't do anything about. It this is the tip
- 18:12Speaker 1: of the. Iceberg by the, way keep listening to what he.
- 18:14Speaker 1: Says the owner was on public assistance at this.
- 18:18Speaker 8: Time they happened to be on vacation In dubai when.
- 18:23Speaker 6: This text conversation took.
- 18:24Speaker 1: Place so you've got really really rich people on government
- 18:31Speaker 1: aid who are and this goes back to burgrawlings Yesterday
- 18:36Speaker 1: and if you miss, that go back and listen to yesterday's,
- 18:38Speaker 1: show because yesterday's show we talked about some of the
- 18:42Speaker 1: fraud here of the number of people on government aid
- 18:45Speaker 1: that were Driving lamborghini's And ferraris And bentley's And maserati's
- 18:52Speaker 1: like this. Is they came in and they knew that
- 18:56Speaker 1: they could commit massive fraud at a massive, level and
- 19:00Speaker 1: that no one was going to stop, them and they
- 19:03Speaker 1: could then get government aid and benefits as.
- 19:05Speaker 2: Well it gets, worse keep listening.
- 19:11Speaker 8: Up till this, point which was early twenty. Seventeen in
- 19:14Speaker 8: the roughly two and a half years of our, existence
- 19:17Speaker 8: our unit had directed seacamp payments to be stopped to
- 19:20Speaker 8: eleven childcare centers that we could prove had fraudulently built.
- 19:24Speaker 6: Dhs these stop.
- 19:26Speaker 8: Payment orders always resulted in the immediate closure of the
- 19:30Speaker 8: center because the centers we investigated never had any private paying,
- 19:35Speaker 8: clients only publicly funded seacamp.
- 19:38Speaker 2: Clients, okay so here's your.
- 19:40Speaker 1: Fraud if these are all fake centers right with no
- 19:44Speaker 1: real people that they're. Helping as soon as the government
- 19:49Speaker 1: dollars is, peered the centers would immediately. Close why because
- 19:54Speaker 1: the government dollars was a scheme and there wasn't even
- 19:57Speaker 1: kids tied to the scheme that would show up and
- 19:59Speaker 1: actually do. Anything we also learned that right the leering
- 20:02Speaker 1: center is a great example of. This many of these
- 20:04Speaker 1: centers were just they were paper. Shops they were, fictitious,
- 20:09Speaker 1: Right it's like having a business at a po.
- 20:11Speaker 2: Box it doesn't you, know it doesn't.
- 20:13Speaker 1: Exist that's why you'd have so many of these learning
- 20:18Speaker 1: centers in these areas and no kids, present no, playgrounds
- 20:22Speaker 1: nothing that screams. Kids and when you go there and
- 20:25Speaker 1: try to enroll a, kids they're, like we don't do, that,
- 20:27Speaker 1: Right like we're. Full we don't need, you we don't want,
- 20:29Speaker 1: you like because it wasn't about the. Kids it was
- 20:31Speaker 1: about committing a. Fraud they didn't even try to like
- 20:35Speaker 1: have normal kids by the, way all, right like some
- 20:39Speaker 1: kids in here and then have fraud running through it
- 20:43Speaker 1: with like fifty percent. Missing they didn't even try to do, that. Folks,
- 20:48Speaker 1: Okay like there was zero kids that were in, there
- 20:51Speaker 1: Zero and that is the point of this fraud where
- 20:56Speaker 1: you know how deliberate it actually.
- 20:58Speaker 2: Was keep.
- 20:59Speaker 8: Listening, additionally five cases had resulted in felony convictions for
- 21:06Speaker 8: fraud related. CRIMES i regularly joined with various investigators and
- 21:10Speaker 8: agents as we interviewed the owners and employees of the
- 21:14Speaker 8: childcare centers being. Investigated more than ONCE i heard an
- 21:20Speaker 8: owner or employee respond when we asked where they first
- 21:25Speaker 8: learned about the daycare, scam they would say they had
- 21:29Speaker 8: first heard about it while in the refugee camp In.
- 21:32Speaker 6: Kenya these individuals told, US.
- 21:36Speaker 1: I want you to just, understand they found out about
- 21:40Speaker 1: the scheme in a refugee camp In, kenya that this
- 21:45Speaker 1: fraud is now like that's it's worldwide. Fraud folks now, like, yeah,
- 21:49Speaker 1: yeah go To. America do. This you'll make a lot of.
- 21:51Speaker 1: Money so they're in a refugee. Camp they then, like
- 21:54Speaker 1: we got to get To, america, Right we got to
- 21:58Speaker 1: get there as fast as we can to get our
- 21:59Speaker 1: hands on some of this, money because it's a lot of.
- 22:01Speaker 1: Money and you set it up and they'll give you,
- 22:03Speaker 1: food sam to have a better way of, life and
- 22:05Speaker 1: you'll get all this government. Eight and then you can
- 22:06Speaker 1: Drive ferrari Or lamborghini Or bentley Or maserati and defraud
- 22:09Speaker 1: THE us government and you don't care because it's not
- 22:11Speaker 1: really your government because you're From, nairobi you're From. Kenya
- 22:15Speaker 1: you care if you're sucking the life out of The
- 22:18Speaker 1: United American, no as long as you're the one that
- 22:21Speaker 1: is the bug that is sucking the life out of this.
- 22:26Speaker 1: Country you're the.
- 22:27Speaker 8: Mosquito so if they had, heard you could run the
- 22:31Speaker 8: scam in a number of different, states but it was
- 22:35Speaker 8: easiest and you could make the most money doing it In. Minnesota,
- 22:41Speaker 8: additionally at about the same, time THE dhs investigators AND
- 22:45Speaker 8: bca agents initiated an investigation of another childcare center and
- 22:51Speaker 8: found a high amount of building. Fraud federal agents from THE,
- 22:55Speaker 8: fbi THE Irs Criminal Investigation, unit and agents from THE
- 23:01Speaker 8: Us health And Human Services Office Inspector general were invited
- 23:05Speaker 8: to join in the investigation due to some of the
- 23:08Speaker 8: unusual activity and suspected crimes that we believe we. Saw
- 23:13Speaker 8: this investigation resulted in the federal indictment in twenty seventeen
- 23:17Speaker 8: of the owner Of Salama Childcare. Center that owner eventually
- 23:21Speaker 8: played guilty and was sentenced in twenty eighteen to two
- 23:25Speaker 8: years in prison and was ordered to pay restitution of
- 23:28Speaker 8: order one point four million. Dollars The Salama Childcare center
- 23:33Speaker 8: was located at fourteen Eleven Nicola avenue In. Minneapolis that
- 23:38Speaker 8: address might ring a bell for some of you because
- 23:41Speaker 8: of a YouTube video taken Last december at The Quality Leering,
- 23:46Speaker 8: center which was being operated at the same.
- 23:49Speaker 1: Dress, Okay so what he's describing to you as multiple
- 23:54Speaker 1: people that had already been brought, down who then the
- 23:58Speaker 1: other people would just keep you the same? Address how
- 24:01Speaker 1: hard is it to figure that?
- 24:03Speaker 2: Out?
- 24:03Speaker 1: Now luckily the federal, government THE feds are rating these,
- 24:06Speaker 1: Places THE fbi is rating this. Address but you notice
- 24:09Speaker 1: like The somali's, like, no, no we just use the same. Thing, like,
- 24:12Speaker 1: yeah they got, one who cares we set up another.
- 24:14Speaker 1: One they're gonna they're not gonna shut all of them, down, Right,
- 24:17Speaker 1: like they're not gonna shut every single one of them.
- 24:19Speaker 1: Down so we don't have to worry about. That we
- 24:22Speaker 1: can we can just open up a quality leering center
- 24:25Speaker 1: and that'll work because they're never going to stop. Us they're,
- 24:30Speaker 1: like there's too many of, us there's too Many somalis,
- 24:33Speaker 1: here there's too much fraud that we want to, commit
- 24:37Speaker 1: and so we're just going to keep our head down
- 24:39Speaker 1: and rock and roll with us saying and no one
- 24:42Speaker 1: is going to stop. Us i'll say it, again keep,
- 24:47Speaker 1: listening no one is covering, this and share this everywhere
- 24:51Speaker 1: you can on social.
- 24:52Speaker 8: Media by mid twenty, eighteen our cases have generated some
- 24:58Speaker 8: publicity in The legis then directed The office Of Legislative
- 25:02Speaker 8: auditor to conduct a special review of THE seacap.
- 25:06Speaker 6: Program In august of twenty, eighteen.
- 25:11Speaker 8: AS i was preparing answers to questions posed to me
- 25:15Speaker 8: by THE oila in an, EMAIL i was told by
- 25:18Speaker 8: A dhs official to submit my answers to them instead
- 25:23Speaker 8: of sending them directly to THE. Oila WHEN i forwarded
- 25:27Speaker 8: my answer regarding what fraud trends we were seeing IN
- 25:30Speaker 8: seacap AS i had been, DIRECTED i soon had a
- 25:33Speaker 8: SENIOR dhs official in my office, angry red, faced and almost.
- 25:39Speaker 8: Yelling the SENIOR dhs official told me to delete a
- 25:43Speaker 8: number of paragraphs of the document THAT i had. SENT
- 25:49Speaker 8: i then advised this official THAT i believed what they
- 25:51Speaker 8: were telling me to do was. ILLEGAL i advised them
- 25:55Speaker 8: That minnesota law requires state employees to cooperate with the
- 25:59Speaker 8: oil and to turn over information as. REQUESTED a few days,
- 26:05Speaker 8: later the same official told, ME i just came from
- 26:08Speaker 8: The commissioner's office and they're sending your document to THE.
- 26:11Speaker 8: Ola you better be ready for the blank storm that's
- 26:17Speaker 8: coming your.
- 26:17Speaker 1: Way so you're now being threatened that if you do
- 26:21Speaker 1: your job and actually expose, fraud that you better be
- 26:26Speaker 1: ready for what comes at you from the government that
- 26:28Speaker 1: you're supposed to be supposed to be telling the fraud,
- 26:32Speaker 1: too so that they can do their jobs and get
- 26:34Speaker 1: rid of the. Fraud and now you understand how Many
- 26:36Speaker 1: democrats out there all right In minnesota that we're getting the,
- 26:42Speaker 1: kickbacks including the. Governor so this was all done by
- 26:48Speaker 1: design and they knew. It and if you did your
- 26:52Speaker 1: job as law enforcement you were. Threatened good luck keeping
- 26:56Speaker 1: your job because if you go, there somebody's going to
- 27:01Speaker 1: come for.
- 27:02Speaker 2: You who the political. MACHINE i want to.
- 27:04Speaker 1: Take a quick moment and talk to you about an

- 27:20Speaker 1: to partner with an amazing organization Called Compassion. International why
- 27:25Speaker 1: BECAUSE i wanted to sponsor a child in. Need it
- 27:29Speaker 1: was a nice, idea, sure BUT i had no idea

- 28:13Speaker 1: sponsor child. Today visit compassion dot. Com that's compassion dot.
- 28:20Speaker 8: Com in the following, months members of our unit were
- 28:23Speaker 8: harassed and bullied BY dhs officials in the following. Manner,
- 28:29Speaker 8: FIRST dhs paid ninety thousand dollars to a consultant with
- 28:34Speaker 8: no experience and public benefit program integrity or financial fraud
- 28:39Speaker 8: investigations to label THE secap fraud allegations in my email
- 28:44Speaker 8: is unreliable and unable to be. Proven during an interview
- 28:48Speaker 8: with the, consultants which became, HEATED i told them THAT
- 28:54Speaker 8: i really didn't care what they put in their, report
- 28:56Speaker 8: but if they said there was no fraud or that
- 28:59Speaker 8: our investigation were making this, up that when this became,
- 29:03Speaker 8: public their company would lose all. CREDIBILITY i told them
- 29:07Speaker 8: that the fraud was so huge that sooner or later
- 29:10Speaker 8: it would come to. Light, secondly false derogatory information was
- 29:16Speaker 8: placed on a supervisor's performance.
- 29:18Speaker 6: Review BY dhs.
- 29:20Speaker 8: Officials, THIRD dhs implemented a continuous improvement program with The
- 29:28Speaker 8: Fraud Investigation. Unit this process started with the senior continuous
- 29:33Speaker 8: improvement official berating our group for approximately thirty, minutes telling,
- 29:39Speaker 8: us in, essence we were incompetent and terrible. EMPLOYEES i
- 29:44Speaker 8: had never heard of something like this happening to any
- 29:48Speaker 8: group of state employees in my forty years on state.
- 29:51Speaker 8: GOVERNMENT A Dhs assistant commissioner was in the room watching.
- 29:56Speaker 8: This over the next approximately six, months we were directed
- 30:01Speaker 8: to attend many group meetings to discuss the investigative process at,
- 30:06Speaker 8: length and we were giving homework assignments to work on
- 30:09Speaker 8: between the. Meetings these meetings were led by the SAME
- 30:13Speaker 8: dhs official who had berated us.
- 30:16Speaker 6: So badly in that first.
- 30:17Speaker 8: Meeting the huge amount of time our team spent in
- 30:21Speaker 8: those meetings and on our assignments resulted in investigators and
- 30:26Speaker 8: supervisors being unable to conduct hardly any investigative activity over
- 30:31Speaker 8: the roughly six months of this.
- 30:33Speaker 6: Program as a result of, this.
- 30:35Speaker 8: Program significant changes were dictated to our unit by the
- 30:40Speaker 8: lead official.
- 30:43Speaker 6: And this.
- 30:44Speaker 8: Process the changes to the process included a myself and
- 30:50Speaker 8: the unit. Supervisor keep in, mind together between the two of,
- 30:55Speaker 8: us we had seventy years of criminal investigative. Experience we
- 31:00Speaker 8: would no longer have the authority to decide which cases
- 31:03Speaker 8: would be. Investigated that would be done by a committee of.
- 31:07Speaker 8: Three two members of the committee WERE dhs officials with
- 31:13Speaker 8: no experience conducting public benefit or financial fraud. INVESTIGATIONS i
- 31:18Speaker 8: would be the third committee, member although clearly outvoted. Next
- 31:25Speaker 8: the amount OF seacap funding would not play a role
- 31:28Speaker 8: in prioritizing. Cases we would spend as much time investigating
- 31:32Speaker 8: centers receiving a relatively small amount OF seacap money as
- 31:37Speaker 8: those receiving much larger. Amounts the result of this meant
- 31:41Speaker 8: that roughly fifty percent of our limited investigative capacity would
- 31:45Speaker 8: be spent on centers likely BILLING seacap for less than
- 31:49Speaker 8: one hundred thousand dollars a. Year it would also result
- 31:52Speaker 8: in our team spending fifty percent less investigative hours on
- 31:56Speaker 8: cases involving centers BILLING seacap over a million dollar dollars a.
- 32:00Speaker 1: Year, next let me just stop there and go back
- 32:05Speaker 1: to what you're. Hearing there was so much fraud a
- 32:09Speaker 1: decade ago that this guy's, saying we just couldn't go
- 32:13Speaker 1: after anybody that's doing a half million or two hundred
- 32:15Speaker 1: thousand or three, thousand one hundred.
- 32:16Speaker 2: Three thousand dollars a year in. Fraud we just didn't
- 32:19Speaker 2: have the.
- 32:19Speaker 1: Manpower we had to go after the big, fish the
- 32:21Speaker 1: ones that are doing millions and millions of dollars in. Fraud
- 32:23Speaker 1: we couldn't do it, otherwise and they just didn't have
- 32:25Speaker 1: what it. Needed now do THE roi on. This if
- 32:30Speaker 1: you can hire one hundred people to go after, waste,
- 32:32Speaker 1: fraud abuse and every one of them cost, you it's
- 32:34Speaker 1: just around one hundred thousand hours is ten.
- 32:35Speaker 2: Million that is.
- 32:37Speaker 1: Nothing compared to what you're spending in in corruption and
- 32:44Speaker 1: fraud payments going out the way that they're describing it right,
- 32:48Speaker 1: now like there's.
- 32:50Speaker 2: Nothing that comes.
- 32:52Speaker 1: Close and why would a state not do it because
- 32:57Speaker 1: the politicians were getting there. Kickback the politicians knew exactly
- 33:03Speaker 1: what was, happening and they were getting their kickbacks in
- 33:07Speaker 1: the form of government state political. Donations here's some more, money, Mister,
- 33:14Speaker 1: waltz the smalling communities behind. You Governor, waltz we love
- 33:19Speaker 1: to support.
- 33:19Speaker 2: You here's a.
- 33:20Speaker 1: Check just leave our corruption and our business. Alone that's
- 33:26Speaker 1: what it. Was as he wraps us. Up listening to
- 33:29Speaker 1: the last few, things he.
- 33:30Speaker 8: Says investigators could only CONTACT bca agents after receiving permission
- 33:35Speaker 8: from A dhs. Official, LASTLY dhs officials advised THE bc
- 33:41Speaker 8: agents to vacate our. Building they would no longer have
- 33:45Speaker 8: an office AT dhs at this. Point In june of twenty,
- 33:50Speaker 8: NINETEEN i submitted my resignation slash retirement notice Effective july
- 33:55Speaker 8: of twenty. NINETEEN i advised the members of The Fraud
- 33:59Speaker 8: Investigation unit THAT i was not going to be a
- 34:02Speaker 8: party to. This in, CLOSING i would like to make
- 34:07Speaker 8: the committee aware that THE seacap Fraud supervisor AND i
- 34:11Speaker 8: had each worked for the state for twenty five and
- 34:13Speaker 8: thirty four, years, respectfully each of us in The department
- 34:16Speaker 8: Of Public, safety at THE bca and The State, patrol
- 34:21Speaker 8: where the theft or loss of even fifty dollars would
- 34:24Speaker 8: not have been. TOLERATED i can't tell you how shocked
- 34:28Speaker 8: we were to come to The department Of Human services
- 34:31Speaker 8: and learn after a few years that not only was
- 34:34Speaker 8: the theft of untold millions of dollars, tolerated but those
- 34:38Speaker 8: who tried to stop it would be subjected to the
- 34:40Speaker 8: wrath of high ranking department.
- 34:42Speaker 1: Officials now what you just heard was only the opening.
- 34:46Speaker 1: Statement you didn't get to hear unfortunately we don't have.
- 34:49Speaker 1: Time you can look it up on the internet and
- 34:52Speaker 1: you can hear THE q AND a and other things
- 34:54Speaker 1: that he. Discussed but what he laid out was two. Things,
- 34:57Speaker 1: one the way's fraud abuse was so good That minnesota
- 35:01Speaker 1: was ground zero in the best place to make a
- 35:03Speaker 1: lot of money doing. This it's international, scheme and it's
- 35:08Speaker 1: being told and taught and preached in the refugee camps
- 35:15Speaker 1: all the way In.
- 35:16Speaker 2: Kenya that is.
- 35:17Speaker 1: Insane and they did, this by the, way all over the,
- 35:21Speaker 1: country as you could hear from much of those, communications
- 35:24Speaker 1: like the best place to do this Was, minnesota but
- 35:27Speaker 1: you could go set this up anywhere In, america which
- 35:28Speaker 1: means it is set Up i'm sure in every single
- 35:31Speaker 1: state In. AMERICA i have no doubt that this is
- 35:33Speaker 1: happening right, now that there is massive and extensive, waste
- 35:40Speaker 1: fraud and, abuse which is WHY i will say it.
- 35:43Speaker 1: Again please share this wherever you. Can all, right share
- 35:48Speaker 1: wherever you can on social. Media help other people hear.
- 35:51Speaker 1: This we're going to keep exposing. It even when the
- 35:54Speaker 1: media refuses to play things like, this we will play.
- 35:57Speaker 6: It
